Police: Madisonville man raped child, mother allowed it to happen

A Madisonville man has been arrested for alleged rape of a child and the victim’s mother has been arrested for allegedly allowing him to do it. Madisonville police charged 31-year old Joshua Looney of Madisonville with first-degree rape for alleged sexual intercourse with a victim under the age of 12.
