State House passes ‘omnibus’ abortion bill

Kentucky’s House has passed what’s being called an “omnibus” abortion bill.

HB 3 would require a minor to get permission from both parents before an abortion.

It also creates higher standards for courts to approve a judicial bypass and puts new restrictions on prescription abortion medication.

Representative Melinda Prunty of Greenville was among those voting for the legislation.

There are no exceptions for rape or incest.

The measure passed on a party-line vote 77-20. It now moves to the Senate for consideration.
