NFL Network reports the NFL’s Player Association’s Executive Council voted 6-5 today not to recommend the proposed new Collective Bargaining Agreement. Owners ratified the measure yesterday which includes increasing the regular season to 17 games, adding teams to the playoffs and cutting exhibition games to three.
