Lawmakers spotlight their priorities at the Kentucky Chamber of Commerce Legislative Preview

The Kentucky Chamber of Commerce hosted its annual Legislative Preview Conference on Monday where state lawmakers spotlighted their priorities ahead of the 2025 legislative session.

The “Bottom Line” a news site published by the Kentucky Chamber shared that state legislators discussed workforce needs, artificial intelligence, taxes, energy consumption and much more.

According to the article, Senate President Robert Stivers and Speaker of the House David Osborne agreed that tax reform is their top priority. Osborne says a bill to reduce the personal income tax rate from 4% to 3.5% will be filed in the coming session.

Concerning workforce matters, Representative Matthew Koch of Kentucky’s 72nd District says they need to do a better job of promoting technical education pathways to address workforce needs in the state.

As AI continues to evolve, it is expected to be a topic of discussion during the 2025 legislative session. Representative Josh Bray of Kentucky’s 71st district says if they want to use AI to encourage innovation, it should also be regulated to prevent its misuse.

Beyond the legislative preview, the Kentucky Chamber has also spotlighted its legislative priorities for 2025. The chamber supports the income tax rate being reduced to 3.5% as well as job creation and small business formation.

The chamber would also like to see the cost of doing business in the state be lowered; an increase in access to affordable child care; investments in high-impact infrastructure and transportation projects; strategic investments in education and much more.
