A criminal summons for cruelty to animals was served Tuesday against a Hopkinsville man.
It alleges that on December 16 of last year, a German Shepherd owned by 26-year old Trevor Williams of Hopkinsville was tied to a staircase outside of a home without access to food, water or shelter.
Hopkinsville police say the dog’s bowls were full of leaves and the dog’s rib cage was visible due to how thin it was.
Williams was summonsed to court to face one count of second-degree cruelty to animals—which is a misdemeanor.
