Todd County grand jury returns indictments for arson, child abuse

A Todd County woman has been indicted by a grand jury for arson, relating to a mobile home fire from March of this year on Miller Valley Road.

The true bill alleges 42-year old Tonya Owen of Elkton set a fire in the home belonging to Marty and Pamela Owen, causing damage to the residence.

As previously reported, Elkton firefighters responded about 4:20 on March 8 and found heavy smoke coming from the residence.

A team made entry and discovered heavy fire in the kitchen beside and behind the stove, which was quickly extinguished.  The fire did not spread beyond the kitchen but there was heavy smoke and heat damage to the entire structure.

There were no injuries reported in the blaze.

Tonya Owen is charged with third-degree arson and the fire was investigated by Kentucky State Police.

Meanwhile, the grand jury also indicted 36-year old Scott Blake and 24-year old Teri Morris of Elkton for criminal abuse against a child under the age of 12, alleging they caused bruising to the lower back of a young boy in March of this year in Todd County.
