Will there be fans at Kentucky Derby?

Churchill Downs has paused selling infield tickets for the Kentucky Derby next month after a spike in COVID-19 cases in the Louisville area. Kentucky governor Andy Beshear said he plans to speak with track officials next week on where the state stands as far as having spectators at the Derby. The track announced in late June it would allow spectators, but Beshear says the pandemic environment has altered for the worse since then.
