HPD: Woman allowed child to reside in dangerous conditions

An investigation on Wallace Avenue Friday night led to the arrest of a woman who allegedly allowed a child to reside in dangerous conditions.

Officers were called to check the welfare of a child at a home on Wallace and an arrest citation says 38-year old Elizabeth Foster of Hopkinsville lied multiple times about the child not being there.

She eventually admitted the girl was sleeping in the back of the home and officers went inside to check her well-being.

The report says the home was completely filled with smoke from a kerosene heater that was not being used properly or vented in any way. The girl was found lying on a mattress on the floor and police say she had black soot coming from her nostrils and was difficult to awaken.

She was taken by EMS to Jennie Stuart Medical Center and turned over to DCBS custody.

Police located a carbon monoxide detector that had been tossed into a tree line near the home. They were able to locate it because its alarm was activated, according to the report.

Foster was arrested and charged with first-degree wanton endangerment.
